First, thanks for all the useful advice and offers of help from everyone here and in other places where we asked!

Just a quick update. We did actually get an electrician to respond and show up around 7:15 this morning. The police, electrician and power company were all there. They are reasonably optimistic that they may be able to make good progress today.

[Edit: Optmism appears justified. Network infrastructure at the hose just joined the broader world, so I think it's up.]
